Sands et al. had contracted with the Superintendent of Finance to supply rations to the Army in 1782 and 1783, and when the Superintendent of Finance withdrew the contract, Sands was obliged in turn to refuse to accept deliveries of beef from his subcontractors, Phelps and Edwards Edward De Krafft was printer to the House of Representatives for the 15th Congress House document Signed on p. 2: H.R.
